Resumo

O rápido avanço da tecnologia destaca a rivalidade emergente entre os Estados Unidos e a China, especialmente no emprego do 5G. As sanções dos Estados Unidos sobre as tecnologias 5G chinesas exercem uma pressão significativa sobre o Brasil, que busca equilibrar as influências estrangeiras enquanto avança em seu plano de reindustrialização. Este estudo usa uma abordagem institucionalista para analisar documentos do governo, documentos corporativos e comunicações de think tanks a partir de 2017, examinando as disputas políticas e econômicas entre os Estados Unidos e a China sobre a tecnologia 5G e as respostas estratégicas do Brasil a elas. O estudo revela que a política externa pragmática do Brasil visa a mitigar os impactos negativos da rivalidade entre os Estados Unidos e a China, garantindo o avanço tecnológico do Brasil por meio de uma abordagem dupla que envolve considerar os padrões de segurança cibernética dos Estados Unidos e, ao mesmo tempo, atrair investimentos chineses para aprimorar sua infraestrutura digital. Essa estratégia ilustra a busca de autonomia do Brasil em um ambiente internacional polarizado, assegurando seu futuro tecnológico em meio à competição entre grandes potências.
