ARUAK Network - Network for the development of the Inter-Oceanic Axis Peru-Brasil-Bolívia5.
1- Title of the project: ARUAK Network - Network for the Development of the Inter-Oceanic Axis Peru-Brasil-Bolívia5.
Object of Research: development of the SIG-WEB Tool based on information technology, as a support platform to the network, to decision-making, to the planning and following of actions of the Inter-Oceanic Axis Peru-Brazil-Bolivia, through which users will be able to consult, cross information of different themes, generate thematic maps in a dynamic way, with agility, usability resources, security, access profiles, efficiency and low cost of updating, transmission and access to data. The information will be about part of the South-American continent and its national and international flows, focusing on the Peru-Brazil-Bolivia Axis, in many territorial scales (countries and political, administrative and census sub-unities), related to the following themes:
Socioeconomic: data that characterize the socioeconomic conditions of geographic unities, such as: demographic data, social programs in the federal level and also in the states and municipalities, minimum income, income, GDP, socioeconomic indicators, etc.
Logistic: information of the current and planned infrastructure, multimode flow data, transport costs, freight, critical points, etc.
Production and Commerce: data by products related to production, export, import, trade balance, companies, etc.
Environment: territorial physical data, using Satellite Images (identification of Areas of Permanent Protection (APPs), Unities of Conservation, Indigenous lands, deforesting, etc.).
Planning Socioeconomic Development Network in the State of Mato Grosso do Sul.
Object of Research: Tools to make feasible the sustainable development program of the state of Mato Grosso do Sul, provisioned in the long term strategic plan -Regional Development Plan - PDR/2030. It intends to encompass the multidisciplinary and methodological of many researches linked to institutions of CT&i for the development of applied researches, aiming at the development of the state of Mato Grosso do Sul, considered its multi-faces and thus, search for bigger institutional integration for the strengthening of the planning by the multidisciplinary of conceptual theory reference in the implementation of public policies of impact in Mato Grosso do Sul, related to the capacities of governances, governing, fiscal and institutional.
Indicator of Sustainable Development of Mato Grosso do Sul- IDS/MS
Object of Research: Construction of the Indicator of Sustainable Development of Mato Grosso do Sul- IDS/MS. The IDS/MS is a management tool that will make possible the development of evaluations of the impact in the programs and projects that aim at overcoming social and regional inequalities without compromising the resources for the development of the regions and the sustainable use of the natural resources found in the State.
The monitoring through the IDS will allow the promotion of the reviews and adjustments of the Regional Development Plan (PDR-MS/2030) or in the implementation of new programs to solve non predicted difficulties in actions in progress. The models of sustainable indicators systems are approached by a limited and static perspective, for it only indicates situations which a society is in, not giving solutions for improvement. Nonetheless, the contribution of the elaboration and reflection on the models of indicator system is of great relevance to the public management as they provide subsidies to the knowledge and development of sustainable government actions in technical bases.
Impacts of the Industrial Port Complex of Suape (CIPS) on the housing conditions in the Strategic Territory of Suape. Migration, identity and new territorialities.
Object of research: The Brazilian metropolitan regions have generally been the focus of big investments from the public power. Following this tendency, the government of the State of Pernambuco created through economic initiatives and investments in infrastructure, a development Agenda aiming at stimulating and consolidating different public and private actions in the construction of development poles, specially to be implemented in the Metropolitan Region of Recife (RMR).
The tendency of the location of those development poles has followed the investment concentration logic in the regions that present better competitiveness conditions. In this context, the Industrial Port Complex of Suape (CIPS) was created in the second half of the 1970s, located in the South nucleation of the RMR, about 40 kilometers from Recife, with Access from the BR-101 and from the PE-60, and with 61% of its area ion the municipality of Cabo de Santo Agostinho and 30% in Ipojuca. This complex was implemented with the objective of creating a new development pole by the government as a measure to face the economic stagnation of the State and of the Northeast Region.
In order to respond the demands of social movements that protested against environmental and sociocultural impacts from the implementation of CIPS, the zoning of large environmental and cultural protection areas, as the Armando Holanda de Cavalcanti Metropolitan Park was incorporated in its plan. Currently, those areas are subject to great pressure by irregular occupations, which accentuated from the 2000s.
At that moment, the operationalization of CIPS as a dynamics pole consolidated itself because of big government and private investments, which were possible because of the resuming of the State’s economic development, which met the national dynamics and the political alignment of the administrations of President Lula da Silva and of the governor of Pernambuco Eduardo Campos. The economic growth and the growth of job opportunities of this kind has as a consequence, impact in the migratory dynamics in the RMR, attracting new social actors, who, embodied with public actions for the production of popular houses, has provoked deep transformation in the municipalities around. Having this in mind, this project aims at analyzing the housing condition in the Strategic Territory of Suape (TES), in the context of the accelerated development of the Region promoted by the Industrial Port Complex of Suape – CIPS, considering the migratory processes, the identity relations and the new territorialities established there.
Evaluation of Indicators and of the Impacts of Social policies in the Areas of Extreme Poverty in the State of Piaui
Object of research: To make a research to identify qualitative and quantitative changes from the actions of Social Inclusion Programs about the living conditions of the communities in the areas of extreme poverty as a way to contribute to the optimization of the result evaluation process and of the social inclusion policies’ management in municipalities of the State of Piaui. In the current society, new management processes are observed where the production, organization and information dissemination, in real time, become its efficiency and sustainability base. Besides, the public policies evaluation has been, every time more explicit, demanded by society as a whole: from the citizens who claim for information on effective results and, specially, conclusive, of actions of organisms which use public resources; of tax payers who want to know the destination of resources they give to the State, voluntarily or not, and finally, of state control organisms of the Executive and Legislative powers, besides the Public Ministry, whose function is to guarantee the rational and correct use of public resources. The public sector itself faces great challenges from the point of view of efficiency, efficacy and effectiveness of planning, implementation and continuity of public policies and of social development projects because of the lack of information, data and updated and reliable indicators that can help governmental decision-making and reveal the impact of the actions with the target-public. Such fact is due to the discrepancy between the survey time and the publication of the country’s official statistic data, main source of information used in the government planning.
The CEPRO Foundation’s main challenge is to help the Government in the construction and research of indicators capable of showing the transformations and impacts from the implementation of social policies in the State of Piaui. For that, it was recently created and the Coordination of Public Policies’ Evaluation and qualified technical team with specific courses, so that it is able to develop researches.
Indicators of Sustainable Development by Water Basins in the State of Paraná.
Object of Research: Production and spread of indicators of the social, environmental and economic dynamics by municipalities, water basins and the State. The methodology adopted in this project can be reproduced in other States. The proposed indicators should provide a set of information on the reality of the State. Those indicators make feasible, in a synthetic way, the following up of themes and relevant processes for the sustainable development in Parana. Some changes introduced in this new proposal are about the increase of the indicators and also changes of some indicators. The indicators generated should allow comparisons with national and international indicators, help the monitoring of programs and actions of control and protection of some areas, ecosystems, evaluation of resources and activities connected to the environment, and establish rules and territorial occupation policies, serving as a reference for sustainable development actions in the State of Parana.
ENGINEERINGDATA – Engineering Indicator System
Object of research: Development and elaboration of portal with information and analysis about engineering in Brazil, to make available studies, analysis, models, discussion forums etc. about engineering and development, in order to make possible comparisons and regional, sectorial and international analysis. Such survey is articulated directly with the thematic axis of Advanced Productive Structures and Regionally Articulated.
The engineering activity is one of the most decisive for the economic and social development. At the moment Brazil searches for sustainable economic growth with unprecedented income redistribution, there are discussions on the eventual lack of skilled labor, especially in engineering, what could contribute for a slower growth pace. The thing is that in Brazil – and in most of the countries – there is no organized indicator system nor easily accessible which make available analysis on engineering and its challenges.
The information on engineering is spread in many organisms, making the analysis difficult. Despite having a competent and comprehensive statistic system of data production, Brazil does not have a specific permanent system for engineering (as it has, for instance, for the science) that help the analysis and elaboration of policies. Obviously, there are some studies on engineering, including the ones made by IPEA. The EngineeringData aims at facilitating the elaboration and dissemination of studies and analysis, besides elaborating its own analysis.
