Productive Development Partnerships (Parcerias para o Desenvolvimento Produtivo – PDPs) serve as a strategic procurement tool employed by the Brazilian federal government to optimize the state's purchasing power, by selectively centralizing expenditures in the healthcare sector. These PDPs encompass a diverse array of objectives, ranging from expanding the population's access to critical products to reducing vulnerability of the public health system. They also play a pivotal role in fostering the development and domestic manufacturing of healthcare products, with a particular focus on pharmaceuticals and vaccines.
However, initiating and executing a PDP is a complex and time-consuming endeavor. In this Technical Note, researchers Tulio Chiarini from CTS-Ipea, Vitor Paiva Pimentel from the Brazilian Development Bank, and Julia Paranhos from the Federal University of Rio de Janeiro aim to provide a concise overview of the PDP, with a strong emphasis on elucidating the underlying rationale governing its four distinct phases.
